Amazon has entered the intensifying debate over AI safety, saying advanced models should reach users only after rigorous testing.
The company said it doesn't see progress and safety as opposing goals. Instead, Amazon argues that models should be released when they are ready and safe to use, supported by strong safeguards.
The statement comes as concerns grow over increasingly capable AI systems. Recent incidents involving AI agents bypassing safeguards and accessing systems they weren't authorised to target have intensified calls for stronger oversight.
Amazon's position is notable because it stops short of supporting a broad industry slowdown. Instead, the company is advocating continued development alongside stronger safety measures.
Amazon also said the AI industry needs to work with governments to establish appropriate protections.
“There are risks if that doesn't happen collectively,” Amazon spokesperson Tom Parnell said, according to Bloomberg. The company believes industry and government can work together to develop the right safeguards.
Amazon has several interests across the AI ecosystem. Its AWS business provides computing infrastructure for AI developers, while the company develops its own large language models and operates the Bedrock platform, which gives customers access to models from multiple providers.

Amazon's comments follow a series of calls from major AI leaders for a more measured approach to frontier AI development.
Anthropic CEO Dario Amodei has called for the industry to “pace” frontier AI development and proposed independent evaluators, shared safety standards and international cooperation. OpenAI CEO Sam Altman and leaders at Google DeepMind and Microsoft have also expressed support for stronger safety measures or more deliberate development.
Amazon has not said that it will adopt the same specific measures proposed by those companies.
Instead, its message is narrower: AI development can continue, but models should not be released before they have been rigorously tested and equipped with appropriate safeguards.
The debate now centres on how the industry can maintain rapid AI progress while ensuring increasingly capable systems remain controllable and safe to deploy.
